comment on the alleged CIA murder of government scientist frank olsen

In 2010 climate change and food security became new items on the US National Security agenda. I wonder if the CIA will be as effective, extreme and covert in execution of its duties in this regard, as they were in the protection of neo-liberal capitalism throughout the cold war?
Are they capable of making the change to a soft power agenda against a different kind of adversary- greed, gluttony and bad industrial design? Will the new agenda items get the same resourcing as the cold war? Will they seek to bring the climate and food security agenda items back into the socio-political military arena with which senior management may feel more at home?
Are they as Clive Palmer once asserted in league with the Rockefeller Foundation and Greenpeace? Would they go as far as spiking the drinks or ruining the reputations of coal mining magnates?"
